It was a decent batting performance by Team India as they on account of half-centuries by Virat Kohli (64*) KL Rahul (50), and brisk 30 runs by Suryakumar Yadav helped India post a total of 184 runs on the board.
However, the real action began in the second innings as Bangladesh batters came out all guns blazing and smashed 66 runs in the first over that put India under real pressure. However, after that rain played spoilsport and the batting side was ahead of the DLS scored.
As the rain stopped, the revised playing conditions demanded Bangladesh to score 151 runs in 16 overs. Skipper Shakib Al Hasan didn’t like the revised playing conditions as his side complained about the wet conditions but the play got underway and India eventually won the game by 5 runs.
However, after the match, Nurul Hasan accused Virat Kohli for fake fielding as the batter was spotted distracting Shanto but the batter didn’t complain about it and also umpires didn’t notice.
This lit a huge debate among various fans and pundits with them giving their opinions. But now in the latest development, it is learned as per the reports in PTI Shanto might be sanctioned for criticising the match officials as none of Shanton or Liton were distracted or deceived.

As per rule batsmen who were on the ground were not distracted. If yes then they should have appealed on the spot. It is just like you have to appeal for LBW Or catch behind wicket.

NO. If they were not distracted or deceived…then those ICC rules don't apply in this case and no point of any sanction against the fielder.

Does the rule say penalty runs will be awarded only if fake fielding has affected the game. And also, the batsmen while near the popping crease may be looking from the corner of his eye

Yes it did. But the law is very clear , if the action of fielder obstructs or distracts the batsman then penalty is given. It should be appealed against same as in case of lbw . If none of the batsmen at the crease appealed against it or on filed umpire didn't catch it then it Is not rewarded !
